Trust me. I know how to do legal research, I have for 12 years for a living. And the cases and laws I read last night made absolutely, 100% plain, that Filipinos were NEVER as a class granted US citizenship. That distinction falls to nationals of only two countries that were protectorates: Puerto Rico, and the USVI. And that was accomplished only by special laws granting *each* of them blanket citizenship for their residents in the early 1900's.

Please go do the research yourself. Read the words in context. I realize folks have all sorts of hope/desire and I don't blame you. But I also stand 100% by the conclusions that I reached, based on the review I did. And unless you're reviewing the same primary sources (I'm happy to cite them) you should not jump to the incorrect conclusion, however desireable.

BTW, the last collective naturalization involved the Marianas back in
1986 if I remember correctly.

As a side issue, the 1952 Immigration & Nationality Act, which we STILL,
with amendments, operate under was passed over Truman's veto. It seems
that Congress chose to remove the express racial restrictions -- it
seems that the North Koreans at the time were making propaganda points
in saying how can the US be defending the freedom of Koreans when they
won't allow you to immigrate. However, even though the "Asiatic Barred
Zone" was eliminated, the QUOTA system based upon historical levels of
immigration remained! So the door was open to Aisans based upon their
numbers when they were not allowed to immigrate. Cute.

BTW, if you have access to Westlaw/Lexis for BIA cases, do a search with
the terms "white & race & exclusion" and read the case predating about
1954 or so. You won't know whether to laugh or cry.
