can you certify a birth certificate from mexico? (Immigration Law)

• Hi! Just so you know I'm not an attorney so make sure you double check.
  From what I understand you can have his birth certificate translated and certified by a notary but he must also have a another form of ID.

• See he can't get an I.D. because he doesn't have a S.S.# or papers from I.N.S. The thing that gets me is people marry illegal immagrants everyday but I just need to know how to get the license. I'm just scared that me and him will go up to get the license and they'll ask for something he doesn't have and he'll somehow get deported.
