My daughter and her boyfriend are students at WWU in Bellingham, WA. They recently moved into a 4 bdrm home with 3 other people (5 total). They've been notified that a complaint was received that the property is being rented to more than the maximum number of unrelated individuals allowed under the Bellingham definition of "family."
There have been no parties, no noise complaints, the garden is professionally maintained--just a small-minded neighbor with nothing better to do. Are appeals or requests for a discretionary permit/variance ever successful or is it pretty cut and dried?
