Speeding Ticket Deferment (Traffic Law)

My question involves a speeding ticket from the State of: Washington

I recieved a speeding ticket today while I was on my way to work. It was just before an intersection from a freeway onto a regular speedway. I was going 60 on the freeway, and started to slow down before the intersection light because after the light its 40 mph. I passed the intersection and the cop pulled me over and said the speed limit was 45 for a hundred ft before the light, and then 40 after, and he caught me at 59.

I was told by a friend to try for a deferment because im almost 21 and i havent had a ticket since I was 17 or 18. I have been trying to be good for the last couple years so i can get the tickets off my record.

I was curious what is the likelihood that i could get my deferment? and what should I say to help my case?
